Utilities Committee Report

Tank 1, Tank 2, and their associated water lines have been filled with water. The lines associated with Tank 1 have been leak tested and are holding water. The lines between Tank 1 and Tank 2 have been filled, exhibit no noticeable leaks and are currently turned off. The filling of Tank 3 is awaiting the hook-up of Pump 6. The plumbing for Pump 6 is done and the electrical connections are in progress. We hope to be ready to fill Tank 3 in the next month. When all the plumbing and electrical connections to Tank 3 are completed, Fluid Automation will be contacted to work on the control mechanism. All of the installed hydrants have been locked.

OPEC has about 3000 feet of water line to install on Old Mission Ridge between Timber Park Drive and Trail Ridge Road. Consideration is being given to suspending work until warmer weather. Trenching, pipe gluing and concrete work in freezing temperatures is not in the best interest of the POA, OPEC, or water line integrity. Several PRVs, ARVs, valves, services, and one hydrant also need to be installed. We have asked OPEC to give priority to closing the holes in the roads before suspending work on the system. The installation of the phone system is on hold for the same sort of reasons. (As of the January 15 Board meeting, OPEC has completed the water and phone line installations and expects to complete the entire installation within the next few weeks. On January 17, U.S. West will begin the process of connecting and testing the thousands of connections yet to be made to complete the phone system.)

We have contacted the County Rural Water Association, a non-profit organization that was formed to help manage small water systems with seminars, training, vendor lists and Certification training. They are hosting a one-week seminar in Colorado Springs the week of February 21, 2000 including a 2-day Operator Certification School, exhibitions and certification testing. Michael Hughes and Tom Stephens believe that this would be a useful experience and would like to attend.

The committee would like the POA to assume the lease of the storage container being used by OPEC that is currently on Wild Plum Lane. OPECs’ lease for $98 per month expires in January 2000. The committee would like to use it to store water system spare parts and would like to have it moved to the north side of the ‘Y’ at the bottom of Cottonwood Canyon Drive.

We have a quote of $555.78 for water meter sub-systems from Dana Kepner Company.

A spool of six-conductor (3 phone lines) cable is available on Lot B87 to property owners who wish to install their own phone line. Contact Michael Hughes at (719) 680-0327.

The committee has generated a report on the status of the water system and details regarding procedures for hooking up to the system, the costs and the rules. This report is available as an attachment to the minutes of the January Board meeting.
