A meeting of the Road Sub-Committee was held on December 27, 2000 at the home of Michael Hughes. In attendance were Michael Hughes, Vaughn Roundy, and Dale Swett. Another meeting of the Road Sub-Committee was held at the home of Michael Hughes on November 30, 2000. The purpose of that meeting was to prepare a sub-committee report to be submitted for the upcoming Board of Directors meeting to be held on December 16, 2000. In attendance were Michael Hughes, Dan Olin, Carl Putz, Vaughn Roundy, Dale Swett, and Bill Wenstrom.
The subjects of the previous Common Area committee meeting were reviewed. At that meeting, Robert Walton volunteered to contact Maniscalco Bros. to remove the junk culverts that have been collected at the Cottonwood wye. This sub-committee was asked to provide a materials list for the repair of the guard shack porch roof, investigate the timely repair of the water line trench sinkages, and prepare a contract with Ciarlo Excavation for approval by the Board of Directors.
The plywood at the center, outside edge of the guard shack porch roof is rotten. Repair of the plywood will probably require the removal and replacement of the shingles and the rotten plywood. In the course of repair, the cause of this problem should also be investigated and remedied. Elimination of the porch and its roof should also be considered.
The locating of water line trench sinkage has historically fallen to the Road Committee. However, the repairs of waterline trench sinkage are the responsibility of the Metropolitan District since these repairs are a part of the contract between the M.D. and O.P.E.C. The funds to accomplish these repairs should be provided either by O.P.E.C. or the M.D.
This sub-committee authorized the repair of a water line trench sinkage on Old Mission Ridge as an emergency measure. This repair was invoiced on 11/27/00 for $1,000 and paid for using Common Area funds. A copy of the invoice and a list of other water line trench sinkage sites totaling $2,900 have been mailed to O.P.E.C. Although O.P.E.C. has assured this sub-committee that the $1,000 will be reimbursed, the P.O.A. has not received any reimbursement funds nor have any arrangements been made for the repairs of the other sinkage sites. All of the sinkage sites have been, and will be, marked with cones (as opposed to T-stakes), but this sub-committee does not feel that it is our responsibility to fund the repairs to these water line trench sinkage sites. The M.D. should be arranging for the funding of the repairs of the water line trench sinkage sites as soon as possible. Once these funds are made available, the Road Sub-Committee will arrange for their repair through our road maintenance contractor.
This sub-committee will create a proposed contract with Ciarlo Excavation for submittal to the Board of Directors after having met with Mr. Ciarlo to arrange mutually agreeable terms.
The repair of the east end of the bridge has been completed. Arrangements for the repair of the center section will be pursued through Ciarlo Excavation.
Further maintenance grading will be suspended due to the frozen state of the roads. The next project that will be pursued is the surfacing of Gallinas Parkway. The accomplishment of this project will depend on favorable weather conditions. A list of clogged culverts and roads that would profit from graveling or road basing will be generated in order to facilitate the pursuit of these projects when weather conditions permit.
